White House clued thanks to Greenspan

The Federal Reserve's interest rate cut Wednesday was a surprise to financial markets but not to the White House, thanks to a secret visit on Tuesday by Fed Chairman Alan Greenspan.
On the day before the rate cut, Greenspan was roaming corridors of the White House's West Wing--shielded from the eyes of inquisitive reporters. The central banker visited both Vice President Dick Cheney and National Economic Adviser Lawrence Lindsey and presumably tipped them off about his unexpected move.
Some Bush administration officials have been privately critical of Greenspan for being too slow in cutting interest rates, but all have adhered to a rigid rule against public comment about the Federal Reserve. Treasury Secretary Paul O'Neill, an old friend of Greenspan's dating back to Ford administration days, meets regularly with the chairman.
